Add support for querying and configuring vGPU mode via PRC knob 0x29 on Hopper+ GPUs with Nova Core. The vGPU mode is toggled through the FSP RPC interface and requires a reboot to take effect. New CLI options: --query-vgpu-mode Query current vGPU mode (on/off/unsupported) --set-vgpu-mode Set vGPU mode to on or off Signed-off-by: Rubin Du <rubind@nvidia.com>

Add new options to query and configure vGPU mode via PRC knob on Hopper+ GPUs with Nova Core.
Nova Core reads PRC knob 0x29 to determine whether vGPU should be enabled on supported GPUs. This adds a new option to configure that knob from userspace, allowing users to enable or disable vGPU mode on GPUs with Nova Core.
New options:
--query-vgpu-mode Query current vGPU mode
--set-vgpu-mode Set vGPU mode to on or off
