This isolates the PDF interpolation backend in order to support both LHAPDF and NeoPDF, to which the users can select at runtime. In principle, this allows for any backend to be implemented seamlessly.
The backend can be specified from the CLI via the flag
--pdf-backend. If no backend is specified, it will by default use LHAPDF.TODO:
