Bump and pin GitHub Actions, including SBOM generation, to SHAs
At the time of writing, bump outdated GitHub Actions to their latest released versions and pin each action to a full commit SHA instead of a version tag.
A tag can be moved by the action's owner, so a compromised tag could change the code the pipeline runs. A commit SHA cannot be moved. The release version is kept as a comment next to each SHA for readability
and Dependabot updates.
