Description
Update flow log configuration and validation for consumer-managed destinations in the VPC module. Remove IP restrictions and clarify TLS enforcement in the EFS documentation and policy. Improve security statement management in the EFS policy document.

These changes enhance the flexibility and security of flow log management, ensuring proper validation for destination types. The updates to EFS documentation and policies address security concerns and improve clarity.
