CCM-18981: Remove publish workflow

Description

• Removed .github/workflows/stage-5-publish.yaml
• Removed the publish-stage job from .github/workflows/cicd-1-pull-request.yaml which called the deleted workflow

The publish workflow contained a success notification job using the deprecated nhs-england-tools/notify-msteams-action third-party action. This workflow has been broken for some time and was removed from the repository template some time ago. As part of CCM-18981, this workflow is being removed across all remaining affected repositories.
