Unify versioning across the nddev setup modules: 0.1.0 = nddev-builder tooling ready, working setups not yet shipped; 1.0.0 reserved for first working setups. - build_version + core plugin/marketplace version 2.1.8 -> 0.1.0 - rewrite CHANGELOG to the clean 0.1.0 baseline (history preserved in git) - ZCode app 3.3.6 / CLI 0.15.2 stay (vendor axis, unaffected) - regenerate build/release-evidence.json (pending)

Aligns zcode's module version with codex/claude on a unified pre-1.0.0 baseline. 0.1.0 = nddev-builder tooling ready; 1.0.0 = first working setups. Vendor pins (ZCode 3.3.6 / CLI 0.15.2) unchanged. Legacy 1.x/2.x tags and releases were removed as part of the realignment.
