feat(builder): add getting-started onboarding skill (2.1.7)#32

Add a `getting-started` onboarding skill (plus `/nddev-start`) that routes a newcomer from zero to a validated ZCode plugin or marketplace: understand the flatten-to-user-scope loading model, take the path that fits (add one component, compose a whole plugin with scaffold-plugin, or start a new setup with add-marketplace), and always finish with validate-components and devtest-plugin. `nddev-builder-orientation` now points first-timers to it.
