Fix how Mineralogy's natural rocks work with sculk, goats, moss, dripstone,
azalea roots and forest rocks on Minecraft 1.19.4. Crafted rocks stay outside
the natural-terrain rules, and bare rock still isn't tree soil.

This also fixes slab, stair, wall and Forge tag classifications, wall posts
under rock-salt lamps, and missing tag/loot references when construction forms
are disabled. Ore hosts, providers, recipes, IDs, configs, migrations, textures
and the released OreSpawn dependency are unchanged.

Release: 6.1.4.119041, Forge 45.4.0, Java 17, OreSpawn
4.0.16.119041. The interaction fixes apply to existing worlds; natural cave
decoration uses the fixes in newly generated chunks.

Validation includes 73 tests, two reproducible clean assemblies, release and
Javadoc audits, and production-only Eclipse checks. The accepted candidate also
passed target-native behaviour tests, paired cave samples and exact packaged
client/server fresh-and-reload checks with complete log review. Release
preparation only updates the changelog heading and packaged version guide.
