Publish the supplied MHIOS v2.1 companion without altering its 86 files. All fifteen Core pins match Release I; the full local verifier passed 133 tests, six examples and artifact/checksum checks.
Add a reading site, editable downloads, citation and contribution guidance, publication-scope report, and CI. Preserve v0.8 under a clearly labeled archive and retain its fixed release. Distinguish the supplied v2.0 source lineage from the prior public v0.8 edition. No empirical, production or full-Core conformance claim is added.
Validation: exact payload comparison; full ten-command suite; Markdown/Word parity; 115 PDF navigation targets; 41-page rendered review; responsive landing page checks.
