Adds a new attached property
materialDesign:NavigationRailAssist.AdditionalEndContentto allow consumers to add additional content to the "bar" of the NavigationRail (similar to how it's done in Visual Studio Code - Tabs at the top and buttons at the bottom).I'm not completely sold on the property name, so feel free to rename it if you find a clearer alternative.
