What

Step 2 of the cli#2132 chain: dependency bump only (go PR #341 merged as 2c1e87b, additive ApplyFamilyNUSizingRDSWithExpiry). No replace directives, no vendor dir.

  • providers/aws 7ff8c1aee1bb -> 2c1e87b723ab
  • pkg 73d3366903bc -> 30bf383795db (forced by Go version resolution: go main's providers/aws requires pkg 30bf383 or newer)
  • Tests: 8 fixtures that meant "known 0% covered" now set ExistingCoverageKnown: true (effect of a450912 below); new cmd/ec2_zonal_az_test.go.

Refs #2132 (does not close it; the sizing change is step 3).

go commits that come with the bump

providers/aws (7ff8c1aee1bb..2c1e87b723ab)

pkg (73d3366903bc..30bf383795db)

Not in the CLI's range

go commits c01a9f0 (go#338, insurance.Secret/Config.APIKey type change), e8af37b, 0715a9f, 9dae64b, 7e217b1 (insurance redaction, sanitizer, term list) land after pkg 30bf383, so they are NOT pulled in by this bump and cmd/archera_comparison*.go compiles unchanged. Whoever bumps pkg past c01a9f0 must adapt Config.APIKey then. The Azure/GCP/exchange commits in the full go range touch modules the CLI does not move here (azure and gcp pins unchanged).

Evidence

  1. Zonal EC2 AZ through the CLI purchase path (cmd/ec2_zonal_az_test.go, offline, recording RoundTripper; compile-fails on the old pin because ComputeDetails.AvailabilityZone does not exist there):
    • zonal rec with AZ us-east-1b: the real purchaseSingleRec -> EC2 client sends DescribeReservedInstancesOfferings with AvailabilityZone=us-east-1b; no purchase action is sent (stub 400s).
    • zonal without AZ, zonal with blank AZ, regional with AZ: error contains AvailabilityZone and zero AWS requests are recorded.
These are mock-transport tests, not live AWS.
  2. Suites on the new pins: go test -p 2 ./... passes (GOMAXPROCS=2, go1.26.9); golangci-lint run 0 issues; go mod tidy -diff clean; archera tests (-run Archera) pass and cmd/archera_comparison*.go needed no edit.
  3. Before/after dry-run output on the recorded-HTTP completenessProxy fixtures (-run 'TestReservationExpiryCommand|Completeness|Archera', 224 passing subtests on both sides): after normalising timestamps and the time-stamped commitment IDs, base (origin/main e0381af) and bumped logs are byte-identical, including every scenario's CSV rows. No output changed on the recorded fixtures.

Behaviour changes to review

  • Existing tests that changed: fixtures in TestApplyTargetCoverage_RI*, TestApplySizing, TestApplyTargetCoverage_Drop*, ..._NonPositiveCountDropped_2121 built recs without ExistingCoverageKnown, which pkg a450912 now drops as target-coverage-unknown. Production recs get the flag from the coverage-map lookup, so only recs whose pool has no CE coverage row are newly dropped (previously sized as 0% covered and over-bought).

  • Zonal EC2 via the CSV flow (found while verifying, NOT fixed here): the CLI CSV writer/reader (cmd/multi_service_csv_details.go) carries Tenancy and Scope but not AvailabilityZone. Probe: a zonal rec with AZ us-east-1b written and re-read via loadRecommendationsFromCSV comes back with AvailabilityZone empty. After this bump a real purchase of such a row from --input-csv is refused by fb39c9d (it previously bought in an arbitrary AZ). Also validatePurchasePreconditions (dry run) does not check AZ, so dry run reports success where a real run refuses. Follow-up issue to be filed; kept out of this bump-only PR.

  • Purchase-path changes for EC2/Redshift (no retry, outcome-unknown), RDS (exact offering, licensed engines refused), pricing (FixedPrice + recurring) are library behaviour reached by real purchases only; dry-run output is unaffected on the fixtures above.

  • Left for a follow-up: the dry-run warning in cmd/multi_service.go:87 ("sizing will assume zero existing coverage") is now inaccurate for RI --target-coverage, where such recs are dropped rather than sized at 0%. Not changed here (bump-only).

Owner mutation policy: not exercised; no CLI production code changed.

providers/aws 7ff8c1aee1bb -> 2c1e87b723ab, pkg 73d3366903bc -> 30bf383795db
(forced by Go version resolution). No replace directives, no vendor dir.

The bumped pkg drops target-coverage RI recs whose existing coverage is
unknown (go a450912), so the helpers_test.go and purchase_safeguards_2121
fixtures that mean "known 0% covered" now set ExistingCoverageKnown. New
tests pin the EC2 zonal AZ behaviour (go fb39c9d) through purchaseSingleRec.

The account fixture blocks required validation, so the PR is not ready to merge. The new zonal test should also cover a successful purchase; the CSV limitation cannot be attributed to this change from the available evidence.

Exercise the successful zonal purchase path

ec2FormRecorder.RoundTrip returns HTTP 400 for every request, so findOffering cannot return an offering and the test requires PurchaseReservedInstancesOffering to be absent. The test checks only the AZ on a failed lookup.

The EC2 provider passes the selected ReservedInstancesOfferingId from findOffering to PurchaseReservedInstancesOffering. A regression that selects an offering from another AZ, or stops before the purchase after a successful lookup, can therefore pass this test.

Add a successful DescribeReservedInstancesOfferings response for us-east-1b, return a successful purchase response, and assert the purchase action and its ReservedInstancesOfferingId.

Independent merge-gate review (Opus 5.5, claude-opus-5-5): CHANGES REQUESTED

Reviewed SHA: a17f106b166b2a63a5a18046a45943fd81435a82 (base e0381af3).

Blocking (1)

Required check Run pre-commit hooks fails at this SHA (run 38289917347; green on main e0381af). The git-secrets self-test file-argument scan flags cmd/ec2_zonal_az_test.go:49: rec.Account = "111111111111" (43 PASS, 1 FAIL). On main, .gitallowed entries are path-scoped (e.g. ^cmd/savings_plan_purchase_test\.go:[0-9]+:...Account: "11111111111[1]"...$), so the new file needs its own anchored entry (for example ^cmd/ec2_zonal_az_test\.go:[0-9]+:[[:space:]]*rec\.Account = "11111111111[1]"$), or the helper can leave Account as validEC2Rec() sets it if the test does not need it. No production change needed. A new commit restarts the gate.

Verified (no findings)

  1. go.mod/go.sum: only pkg 73d3366903bc -> 30bf383795db and providers/aws 7ff8c1aee1bb -> 2c1e87b723ab move (+4/-4 in go.sum, no other module drift). The pseudo-version timestamps match the GitHub commits (2c1e87b 2026-10-12T18:09:26Z = go main; 30bf383 2026-10-09T18:15:25Z, ancestor of main). No replace directive, no vendor dir. go mod tidy -diff clean, go mod verify all modules verified (go1.26.9).
  2. Commit list: git log 7ff8c1a..2c1e87b -- providers/aws (13 commits) and git log 73d3366..30bf383 -- pkg (5) match the PR body exactly. Characterisations checked against each commit's diff/message: a450912 (drop on ExistingCoverageKnown=false and avg>0, after the avg<=0 pass-through), a8db857, d9ead42, fb39c9d, bcc0dfc, 8a3d92b, bbbd18e, and 2c1e87b (additive; ApplyFamilyNUSizingRDS body only extracted into sizeRDSFamilies). The insurance commits past 30bf383 are correctly excluded. Small omissions, non-blocking: 8a3d92b also refuses ambiguous (two distinct matching) RDS offerings, and bbbd18e makes an empty offering currency an error.
  3. ExistingCoverageKnown fixtures: production sets the flag in ApplyCoverageMapToRecommendations on a pool hit (coverage.go:486, already present at the old pin). The 8 fixtures model a known 0%/X% pool, so the change does not mask a regression. At runtime a rec with unknown coverage under --target-coverage is now dropped visibly: a per-rec WARNING plus target-coverage-unknown in the end-of-run drop summary (printDropSummary -> FormatOneLine). The --input-csv path is unaffected because the CSV reader does not restore avg (avg=0, so the rec passes through). Non-blocking: the dry-run coverage-fetch-failure message (coverageFetchFailure, cmd/multi_service.go) still says "sizing will assume zero existing coverage", but those recs are now dropped. A real run still aborts there, so no money impact.
  4. Zonal tests: they would not compile on the old pin (ComputeDetails.AvailabilityZone is absent from pkg 73d3366). They drive the real purchaseSingleRec through a recording transport that 400s everything. The AZ case asserts DescribeReservedInstancesOfferings carries us-east-1b and that no Purchase action is sent. The three refusal cases assert zero recorded requests. All pass.
  5. Local runs (GOMAXPROCS=2, -p 2, go1.26.9, under the heavy-run lock): build, vet, go test -p 2 ./... exit 0; golangci-lint run 0 issues. Fixture comparison -run 'TestReservationExpiryCommand|Completeness|Archera' -v on base and head: 224 PASS each. After stripping timestamps, durations and the time-hashed commitment-ID suffix, the sorted logs are identical, including every CSV row.
  6. CSV AZ gap (fix(csv): zonal EC2 rows lose their AvailabilityZone in the CSV round-trip and dry run misses the refusal #2174): acceptable to merge without it. The bump moves --input-csv zonal EC2 from "bought in an arbitrary first-matching AZ" (old pin) to "refused before any AWS call". Nothing is bought wrongly or in the wrong AZ. The dry-run/real-run mismatch is fail-closed and tracked.
  7. Labels mirror cli#2132 (p2, medium, this-quarter, few, effort/m, type/bug, triaged). CI - Build & Test green; mergeState BLOCKED by the failing required pre-commit check.

Mutation testing: not run (no CLI production code changed; library behaviour covered by go's own gates).
No live AWS, no purchases.

Independent merge-gate re-review (Opus 5.5, claude-opus-5-5): APPROVED

Reviewed SHA: b7a7f645d4fba4b129cf483bd75e6c106f997892 (delta from my earlier review of a17f106b).

  • The delta a17f106b..b7a7f645 is one commit with a single-line deletion in cmd/ec2_zonal_az_test.go (removes the rec.Account = "111111111111" override). go.mod/go.sum, production code and .gitallowed are unchanged, and there is no new allowlist entry.
  • Local git secrets --register-aws then git ls-files -z | xargs -0 git secrets --scan exits 0 with no findings. The zonal tests (-run 'ZonalEC2|InconsistentEC2Scope', go1.26.9) pass at this SHA.
  • CI at this SHA: Run pre-commit hooks, Lint Code, Lint Workflows, Unit Tests, Integration Tests, Security Scanning, Snyk, Build CLI, CI Success and CodeRabbit are all SUCCESS; Trivy and gosec are neutral. mergeStateStatus is CLEAN.
  • Labels mirror cli#2132. Every other finding from the earlier review (go.mod/go.sum, commit list, fixtures, zonal tests, fixture comparison identical base vs head, fix(csv): zonal EC2 rows lose their AvailabilityZone in the CSV round-trip and dry run misses the refusal #2174 acceptable as a fail-closed follow-up) still holds, because nothing else changed.
  • Non-blocking follow-ups: the PR body could also note the 8a3d92b ambiguous-offering refusal and the bbbd18e empty-currency error; the dry-run coverage-fetch-failure message in cmd/multi_service.go is now stale.

Refs #2132; this PR does not close it, because the sizing fix follows. No live AWS, no purchases.

Fixed the pre-commit failure in b7a7f64: dropped the bare 12-digit rec.Account override in cmd/ec2_zonal_az_test.go (not needed by the test; no .gitallowed change). scripts/test-git-secrets-allowlist.sh 44 PASS / 0 FAIL locally; CI is green on b7a7f64 (pre-commit, unit, integration, lint, security). PR body now also records the two-offering RDS refusal (8a3d92b), the empty-currency error (bbbd18e), and the stale dry-run 'assume zero existing coverage' message as a follow-up.
