Home Potential Savings by Service chart ignores Account/Provider filter (QA 2.10) #867

Symptom (QA Main Header 2.10)

On the Home page, selecting an Account in the Main Header global filter correctly updates the Savings-over-time chart (post-PR #747) and the KPI cards (post-PR #755) -- but the Potential Savings by Service chart on the same page stays unfiltered.

Acceptance

• Picking an Account filters the Potential Savings by Service chart to that account.
• Picking a Provider filters it to that provider.
• Empty state when no recommendations match the filter (mirror PR fix(home/filter): wire Account chip to dashboard chart (QA 2.3) #747's filter-aware empty state pattern).

Files likely involved

• frontend/src/dashboard.ts -- find the renderPotentialSavingsByService (or equivalent) call path. It likely re-renders from a separate data slice that isn't re-filtered on chip change. Add subscriptions / re-filter logic same as the other Home charts.
