'Plan from X selected' button should disable on heterogeneous selection (QA 6.2) #769
Description
Symptom (QA 6.2)
On the Opportunities table the "Plan from X selected" button is always clickable, but a single purchase plan can only be created for ONE provider, ONE service, ONE term, ONE payment option. If the user selects commitments spanning multiple providers / services / terms / payment options, clicking the button opens a modal that can't actually represent the selection.
Acceptance
- "Plan from X selected" button is disabled when the selection spans more than one of {provider, service, term, payment_option}.
- Tooltip on disabled state explains the constraint ("Plans require one provider/service/term/payment").
- When the selection is homogeneous (or single), the button is enabled.
- Frontend regression test covering each heterogeneous axis.

Verified shipped: PRs #777 (commit b44114, merged 2026-05-28) and #782 (commit c72601e, merged 2026-05-28) are both in feat/multicloud-web-frontend. PR #777 adds heterogeneous-selection guard to 'Plan from X selected' button with disabled state + tooltip; tests in recommendations.test.ts cover all heterogeneous axes.
