HYG: Replace 11 pre-existing em-dashes in CLAUDE.md (project rule) #1295

Description

@cristim

Problem

CLAUDE.md (the highest-priority instruction file for every agent session) contains 11 em-dashes (U+2014). The global project rule, enforced for all generated prose, is:

Never use em-dashes (Unicode U+2014) in generated prose by default. Use a hyphen, comma, semicolon, colon, parenthetical, or a fresh sentence. Em-dashes are an unmistakable AI-tell the user does not want.

Lines on main (post #1243 merge will preserve these — they were not introduced by #1243):

  • L10, L16, L88, L92, L109, L131, L138, L162, L163, L260, L273

Why follow-up, not in PR #1243

PR #1243 (HYG-10 fix) only replaced the Build & Test and File Organization sections; every em-dash on the list above sits in untouched parts of the file (concurrency rules, swarm rules, CI/CD IAM section, knowledge-graph section). Touching them in #1243 would have been a drive-by edit outside the PR's stated scope.

Recommendation

Replace each em-dash with a hyphen, comma, semicolon, colon, parenthetical, or a sentence break, chosen to fit the local prose. Skip literal/fixture content if any exists (none here — these are all prose).

Acceptance

  • grep -nP '\x{2014}' CLAUDE.md returns no matches.
  • Reading flow is preserved (no awkward replacements).

Scope after the split

This repo (cloud-commitments-cli) is one of four repos with their own copy of CLAUDE.md after the monorepo split, so this issue now scopes to only this repo's copy. cloud-commitments-go, cloud-commitments-mcp and cloud-commitments-platform each have their own copy and their own drift; those are tracked separately:

Live count in this repo's CLAUDE.md as of 2026-09-27 (python3 -c "print(open('CLAUDE.md',encoding='utf-8').read().count(chr(0x2014)))"): 21 em-dashes, at lines 10, 16, 79, 85, 102, 118, 122, 139, 150, 157, 160, 166, 180, 197, 200, 237, 244, 268, 269, 366, 379 (the count and line numbers have drifted up from the original 11 as more prose was added to this file since this issue was filed; the acceptance criterion above still applies, just against the current file).

    Split after the monorepo split: each of the four repos has its own copy of CLAUDE.md. This issue now covers only cloud-commitments-cli's copy (21 live em-dashes as of 2026-09-27, see updated issue body). Siblings for the other three repos' own copies:
