Update CI actions so the test workflow can run - #36

GitHub retired actions/cache v1 in 2025, and jobs that use it fail. Use julia-actions/cache, plus the checkout and setup-julia versions that Tables.jl uses. The coverage upload step is unchanged. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
