#59 did not help: the runner does not let a step override GITHUB_SHA, deploy-pages still sent the bare commit as pages_build_version.

The deploy job now creates the Pages deployment through the API itself, with the version <commit>-<run id>-<attempt>, and waits for its status, as deploy-pages does. The deployment of the release tag is no longer skipped when main was deployed from the same commit.
