polish(web): restyle compose sticky footer to match hamix-task-ide

Summary

• After the compose visual-match stack (refactor(web): split compose v2 CSS by surface #206–polish(web): quiet compose back control and align sticky footer #210), the sticky footer still used leftover modal chrome: brand pill chips, 44px rounded-xl buttons, and a brand Create task.
• Restyle .task-compose-page__sticky-footer (readiness + Cancel / Save draft / Create task) to match hamix-task-ide: 20px status circle, inline 6px-dot chips, text Cancel, card Save draft, near-black Create task, ~64px bar.
• Modal create-footer styles are unchanged — overrides stay scoped under the sticky footer.

Out of scope: header, brief, criteria, handoff rail, Test scenarios, hamix-task-ide/.

• .\scripts\check-web.ps1 -Group lint
• .\scripts\check.ps1 — full check; known pre-existing gofmt fail on pkgs/draftassist/metrics/metrics.go (unchanged from main)
• Open compose, confirm footer: incomplete n/4 essentials ready with muted dashed circle + inline dots; all-ready Ready to hand off with filled foreground check
• Confirm Cancel is text-only, Save draft is white + hairline, Create task is near-black (disabled = muted track)
