Migrates all of spec.go (11 tools) and 25 spec_*.go files (27 tools) to the typed Schema()/Parameters()/DecodeInput[T] pattern with parity tests. Preserves empty-input tolerance in SpecStatus, SpecReset, Checklist, Converge, Parallel, PlanVariations, Progress, Super, TasksToIssues, Version, Clarify. Analyze/ApproveImplementation/SpecList use empty schemas with untouched Execute.
