Code Review
This pull request updates the base Docker images across multiple TensorFlow GPU examples to use CUDA 13.4.3 instead of CUDA 12.5.1. However, this upgrade is incompatible with TensorFlow 2.21.0, which is built against CUDA 12.x, and will break GPU acceleration at runtime. It is recommended to revert these changes to maintain a compatible CUDA 12.x base image.

Upgrading the base image to CUDA 13.4.3 is incompatible with TensorFlow 2.21.0 (specified in requirements.txt). TensorFlow 2.21.0 is built against CUDA 12.x and will fail to find the expected CUDA 12 shared libraries (such as libcudart.so.12) at runtime, breaking GPU acceleration. Please revert this change to keep a compatible CUDA 12.x base image.
