chore: require a Linear ticket ID before opening PRs - #3350
Adds .claude/hooks/require-linear-ticket.sh, a PreToolUse hook that blocks gh pr create and MCP PR-creation tools unless a REACT-…, RN-…, CHAT-… or VID-… ID is in the PR title or PR body. The branch name does not count. Needs only bash, jq and curl; every other tool call exits 0.
For gh pr create, only the text from the gh pr create invocation onward is scanned, and --head/--base/--repo values are ignored. --body-file contents are included. For MCP tools, only title and body are read.
If LINEAR_API_KEY is set, the ticket's existence is checked via Linear GraphQL. Only a "not found" response blocks; auth or network errors warn and allow. Team keys can be overridden with LINEAR_TEAM_KEYS.
Registered in .claude/settings.json alongside the existing SessionStart hook; the workflow is documented under "Pull requests" in AGENTS.md (new tickets go in the REACT team).
Pipe-tested: missing ticket, ID only in the branch name or --head, and IDs from other teams (e.g. FEEDS-…) exit 2; REACT/RN/CHAT/VID IDs in the title or body exit 0; unrelated commands exit 0.
🎨 UI Changes
None.
Summary by CodeRabbit
Workflow Updates
Pull requests created through supported GitHub CLI commands and matching MCP tools must include a Linear ticket ID from the REACT, RN, CHAT, or VID teams in the title or body. A ticket ID in the branch name does not count.
When LINEAR_API_KEY is configured, ticket IDs are checked against Linear. Creation is blocked if all IDs are confirmed not to exist; network failures or inconclusive responses allow creation.
If jq is unavailable, likely pull-request creation may be blocked.
Add a Claude Code PreToolUse hook that blocks gh pr create and MCP
PR-creation tools unless a Linear ticket ID appears in the PR title or
PR body. The branch name does not count. When LINEAR_API_KEY is set, the
hook also checks that the ticket exists. Ported from
GetStream/stream-video-js#2464.
A Claude Code PreToolUse hook checks supported pull-request creation inputs for a Linear ticket ID. When LINEAR_API_KEY is set, the hook also checks matching IDs with Linear.

Summary
Hook setup and PR input selection .claude/hooks/require-linear-ticket.sh, .claude/settings.json, AGENTS.md
Registers the hook for Bash and specified pull-request tool patterns. It parses PR creation inputs, including a specified body file for Bash commands, and checks titles and bodies. The guidance lists REACT, RN, CHAT, and VID as accepted team keys.
Ticket ID and optional existence checks .claude/hooks/require-linear-ticket.sh
Extracts IDs that match configured team keys and token boundaries. It blocks when no ID is found. With LINEAR_API_KEY, it allows a confirmed ID, blocks if all IDs are not found, and allows when verification fails or cannot be confirmed.

- Line 52: Update the `body_file` extraction so it searches only the selected

than the full `$cmd`. Preserve the current `--body-file` and `-F` parsing so the
hook reads the file supplied to that PR invocation.

gh pr create --template uses the file as starting body text. The hook scans inline arguments and --body-file, but not the template file. If the ticket exists only in that template, the hook finds no ticket and exits 2, so PR creation is blocked.

Update the PR-content collection around `haystack` and `body_file` to also read
the file specified by `--template` or `-T`. Resolve relative template paths
against `cwd` and append existing file contents to `haystack` before ticket
validation, preserving the current `--body-file` handling.

- Ignore the values of --label, --assignee, --reviewer, --milestone and
--project, so they can no longer supply the ticket ID.
- Read --body-file/-F from the gh pr create invocation only, and stop the
path at ;, &, | or ), so the PR's own body file is the one checked.
- Only count an ID that stands alone, so REACT-123abc or NOTCHAT-1 no
longer pass.
- Tell agents to put the ticket in the PR body (via --body or
--body-file) rather than the title, to keep the commit history clean.

Exclude the body-file path from the ticket check.
If gh pr create --body-file REACT-123.md reads a file without a ticket ID, haystack still contains REACT-123.md. The hook accepts the ID from the path, although GitHub CLI uses the file contents as the PR body. Remove --body-file and -F values from haystack, then append only the selected file contents.
