Refs #104. Supports finite decimal-year epochs in conform14, plate_motion_transformation and Transformation.add. Fractions represent the actual Gregorian calendar year (2024.5 = 2 July 2024 00:00); existing dates are unchanged. Validation: 125/125 tests passed on GitHub Actions, 480 calendar-date outputs identical to baseline. The convention is proposed for review. No unrelated geodesy changes.
