PROPOSAL:

Tests

Precondition: Enable rulesRevamp, use a Control workspace with Rules enabled, and have at least one category and tag.

  1. Go to Workspace settings → Rules.
  2. Verify New rule and More are visible.
  3. Switch through all tabs (General, Card restrictions, Expense defaults, Field requirements, Flag for review, Agents) and verify both buttons remain visible.
  4. From Field requirements → More → Import spreadsheet, verify the import page opens.
  5. Upload a CSV, map the required columns, import it, dismiss the confirmation modal, and verify you return to Rules → Expense defaults with the imported rules.
  6. On Card restrictions, select a rule and verify New rule/More are replaced by the bulk actions header. Deselect it and verify the buttons return.

Collect workspace

  1. On a Collect workspace with rulesRevamp enabled, go to Rules → More → Import spreadsheet
  2. Verify the Rules upgrade page opens
  3. Press the header back arrow without upgrading and verify you return to the Rules page, not a Not Here page
  4. Repeat steps 15–16, complete the upgrade, then press Got it, thanks
  5. Verify you land directly on the merchant rules import page and can proceed with the import

Read-only member

  1. As a read-only member, go to Rules → More → Import spreadsheet.
  2. Verify the read-only modal is shown and the import page doesn't open.

Narrow layout

  1. Repeat steps 1–3 on a narrow screen and verify New rule and More display correctly.
  2. Enter and exit selection mode (long press on native) and verify the bulk actions header appears, then New rule and More return after exiting.
  • Verify that no errors appear in the JS console

Offline tests

  • Same as tests

      • If any non-english text was added/modified, I used JaimeGPT to get English > Spanish translation. I then posted it in #expensify-open-source and it was approved by an internal Expensify engineer. Link to Slack message:
    • I verified all numbers, amounts, dates and phone numbers shown in the product are using the localization methods
    • I verified any copy / text that was added to the app is grammatically correct in English. It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
    • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
    • I verified the JSDocs style guidelines (in STYLE.md) were followed
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines
  • I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
  • I verified all code is DRY (the PR doesn't include any logic written more than once, with the exception of tests)
  • I verified any variables that can be defined as constants (ie. in CONST.ts or at the top of the file that uses the constant) are defined as such
  • I verified that if a function's arguments changed that all usages have also been updated correctly

    • The assets are optimized and compressed (for SVG files, run npm run compress-svg)
    • The assets load correctly across all supported platforms.
  • If the PR modifies code that runs when editing or sending messages, I tested and verified there is no unexpected behavior for all supported markdown - URLs, single line code, code blocks, quotes, headings, bold, strikethrough, and italic.
  • If the PR modifies a generic component, I tested and verified that those changes do not break usages of that component in the rest of the App (i.e. if a shared library or component like Avatar is modified, I verified that Avatar is working as expected in all cases)

🤖 Code review — the change is small, focused, and correctly delivers the issue's ask (make New rule + More global across every Rules tab). No blocking issues found.

What changed

Things I checked that are fine

  • The legacy PolicyRulesPage.tsx caller intentionally omits tryNavigateToUpgrade. That's correct — the legacy page only renders when rulesRevamp is off, and in that path Rules is a Control-only feature, so there's no upgrade to gate. tryNavigateToUpgrade being optional preserves that.
  • Tab.setSelectedTab(...EXPENSE_DEFAULTS) is only reached on the successful-import path (via closeImportPageAndModal, called at ImportedMerchantRulesPage.tsx:307), not on cancel — so it won't yank users off a tab when they back out.
  • The asymmetric backTo (New rule → WORKSPACE_RULES, import → RULES_MERCHANT_IMPORT) is intentional per the Collect test plan (land directly on the import page after upgrade), and the inline comment explains it.

One thing worth a manual check (couldn't cover it in code): on the Card restrictions / Field requirements / Flag for review tabs, confirm the new More button doesn't crowd the New rule button on a narrow layout when bulk-selection isn't active — the header now renders two buttons where those tabs previously showed one.

Testing note

I couldn't exercise the flow with an automated web session: the rulesRevamp beta is a server-controlled account beta and isn't enabled for the Melvin test account, so only the legacy single-page Rules UI renders. The author's cross-platform videos in the PR body cover the actual behavior.

🤖 Docs review — changes required. This PR makes the More option (containing Import merchant rules) global across every tab on the revamped Rules page, rather than only appearing on Expense defaults, and returns you to the Expense defaults tab after an import completes.

That affects the help article Import Merchant Rules using a spreadsheet, whose steps still told admins to select the Expense defaults tab before clicking More.

I opened a draft help-site PR: #98480

What changed:

  • Removed the step to select the Expense defaults tab before More (it's now on any tab); renumbered the remaining steps.
  • Added a note that after import you're returned to the Expense defaults tab, where the imported rules appear.
Verification notes
  • Labels (Rules, More, Import merchant rules, Expense defaults) verified against this PR's source (common.more, workspace.rules.merchantRules.importRulesTitle, and the CONST.TAB.RULES.EXPENSE_DEFAULTS landing behavior).
  • No other article in docs/articles documents the tab-specific More behavior, so only Import-Merchant-Rules.md needed updating.
  • Live UI verification couldn't complete — the feature is behind the rulesRevamp beta and the automated test session lost authentication during this run.
