Picks up the no-warning-comments and max-lines rules added to the shared default ruleset. No fallout: no Stryker-disable comments and no file exceeds the 800-line cap, so lint, typecheck, test, and build all pass unchanged.

Bumps the shared ESLint config devDependency from 2.11.0 to 2.12.0.
This version adds two rules to the default ruleset:
no-warning-comments(bans any "Stryker disable" comment) andmax-lines(800-line cap, blank lines and comments excluded). Checked this repo against both: no Stryker-disable comments exist anywhere in the tree, and the largest file is well under the cap. Lint, typecheck, test, and build all pass unchanged with onlypackage.json/pnpm-lock.yamltouched.
