Add a Windows ARM64 GitHub Actions job that runs the test suite, builds the application, and uploads the
ELYTerminal-windows-aarch64artifact. The job includes a PowerShell warm-up step because the Windows ARM64 runner has intermittently failed during the first PowerShell/ConPTY startup used by the shell integration tests.How it was tested
