As per Kyverno docs guidance, potentially reduces 'existing resource' conflicts e.g.

one or more objects failed to apply, reason: clusterroles.rbac.authorization.k8s.io "kyverno:migrate-resources" already exists,clusterrolebindings.rbac.authorization.k8s.io
