Organize Skills and MCP servers with tags

What changed

• Adds separate, local tag catalogs for Skills and MCP servers. Tags can be created with a color, assigned from the row-level Tags menu, and filtered independently by page.
• Shows assigned tags as colored chips and keeps the Filters group readable on narrow windows.
• Adds bulk Enable all / Disable all actions for the current filtered result.
• Keeps row switches in place after individual or bulk changes instead of rebuilding and re-animating the list. MCP bulk changes are saved and reloaded once for the whole set, rather than once per server.

User impact

People can organize larger Skills and MCP lists by their own categories, then act on exactly the matching items. Toggling has a stable visual result: the switch changes where it is, and the list is regrouped only on the next explicit refresh.

Validation
