[DBM][SQL Server] FCI Metrics without Cluster Name

What does this PR do?

This PR will allow the agent to collect FCI metrics without relying on the existence of a cluster name for the. This is useful in configurations where HADR is not configured but FCI is still active like when you have standalone FCI instances without Always On.
