What does this PR do
Adds back the "Disable Session Replay" section, which was removed during the Browser Session Replay page migration in #32028 and never re-added. The section includes instructions for stopping Session Replay recordings for Browser and mobile platforms to the Session Replay Setup and Configuration page.
