What does this PR do? What is the motivation?
Adds a product-focused overview of Agent Observability Insights, including supported cost and reliability findings, impact and evidence, the review workflow, and product surfaces. Documents the four Insights tools available through the
llmobsMCP toolset: list Insights, get Insight details, update status, and submit feedback.Merge readiness

AI assistance
Used Codex to research the implemented product, draft the page, and run independent adversarial and overengineering reviews. Claims, UI terminology, and MCP tool contracts were checked against the release brief and current implementation.
Additional notes
Trace-based Insights require no additional configuration. Evaluator-detected failure patterns use existing managed evaluation results.
Validation: Vale reports no findings on the new or changed lines. Menu YAML parsing, MCP tool-name checks, and git diff checks pass.
