Adopt pinned repo-policy-selector guidance for Graphiti, pull requests, issues, worktrees, and maintenance of the organization fork.
Acceptance
Unique AGENTS.md wiring, full/active planning audits, pinned selector provenance, PR/issue templates, policy CI, and explicit publication/custody readback. GitHub integration still requires applicable CI and maintainer approval.

Depends on the v0.2.9 maintenance PR because the existing policy branch preserves that ancestry. Review policy commit 3d3b071 and subsequent reconciliation separately; the PR diff will narrow after maintenance merges.
Graphiti read discovery works. Adoption ingestion job 14dee3bb-960b-43d6-a535-ceaaff616aa8 timed out; persistence is not claimed.
Non-goals: release, installation, v1 migration, changing branch protection without a separate reviewed decision.
