Offering alternative label displays for TN93 distance

Is it possible to have the option of displaying TN93 distance on link labels as percentage instead of decimal? MT would have to convert the value to decimal and display. so 0.015 would be 1.5% and so on

This required a good number of changes. In summary:

• updated global options to add an input dialogue that appears for TN93 distance only.
• Added common service functions for percentage formatting
• Updated global options so threshold values are updated to percentages
• Updated the statistics and the 2D network, heatmap, and waterfall views to use the new formatter. Currently checking other visualization views to see if they need similar minor adjustments.
• Added it to the global styles list for when folks load/save a MT style.
