Sidebar, command palette and the router. Depends on #1202. The console becomes a working app here.

What's here
The app shell - sidebar navigation, collapse, light/dark toggle, the session gate that redirects to sign-in - plus a ⌘K command palette for jumping to runs, tests and samples, and the router wiring every page from the earlier PRs to its path.

Review notes
/reset is routed before the session gate, since someone recovering a password by definition isn't signed in.

Routes that take query parameters validate them (/tests?t=, /runs/new?test=), so a malformed URL degrades rather than throwing.

This is the first PR where it's worth actually running the thing: cd web && npm install && npm run dev.
