router_core/model_capabilities.py: re-synced from router-core's regeneratedmodel-capabilities.ts(chore: sync capabilities for the new chat models router-core#4, live catalog 2026-10-02). Adds GPT-6 Astra/Sol/Luna, GPT-5.1, Claude Fable 5.1 / Opus 5.5 / Sonnet 5.5, Grok 4.6/4.7 and four other catalog additions; drops retired tencent/hy3. Data only — routing config untouched, decision-snapshot parity test passes unchanged. New models are unprobed, sosupports_toolsis False (fails closed) until router-core's paid probe runs.list_models()for rates). Every listed id verified againstGET /api/v1/models.Merge after router-core#4.
