Pin packages to versions available in the pipeline feed - #257

The CosmosDB_PublicPackages feed used by the Azure pipeline does not yet contain OpenTelemetry 1.20.1 or StyleCop.Analyzers 1.3.133-beta (introduced in #256), so restore fails with NU1102. Use 1.20.0 and 1.3.109-beta until the feed has the newer versions.

This PR adjusts central package versions to resolve the reported pipeline restore failures following dependency upgrade #256.
Changes:
- Pin both OpenTelemetry packages to
1.20.0, keeping their versions aligned. - Pin StyleCop.Analyzers to
1.3.109-betato match reported feed availability.

The Azure pipeline fails during restore on main with NU1102: the internal
CosmosDB_PublicPackagesfeed does not yet contain OpenTelemetry / OpenTelemetry.Exporter.OpenTelemetryProtocol 1.20.1 or StyleCop.Analyzers 1.3.133-beta, which #256 introduced.This pins them to the newest versions available in the feed:
Validated locally:
dotnet restore --configfile .pipelines/nuget.configsucceeds, the solution builds with no errors, and all tests pass. The versions can be raised again once the feed has ingested them.
