Changes to notebook

• changed learning rate from 1e-4 to 1e-3 and results are visually much better
  • This likely means that with a smaller learning rate the weights were getting stuck in a local minimum
• ased on wrap up discussion, I started adding some link to pet docs to the sections of the tutorial notebook.

Further work

• quantify improvements using better metrics calculations
• hyperparameter sweep for learning rate to quanitfy improvement
• explore use of learning rate scheeme for learning rate to decay over time.
