In the install document for Azure Devops (https://docs.microsoft.com/en-us/azure/devops/server/install/install-azure-sql?view=azure-devops-2020#set-up-azure-sql-database) Azure SQL item step one in the doc states:
Configure a managed identity on your virtual machines. We only support system-managed identities at this time.
This ARM template uses a user defined identity which is not supported.
