Migrate install script code into tipi-cli binary and add tests for cmake-re installation

Motivation

The scripts are doing more than just downloading and running the binary, which is leading some issues when installing without the script (FORCE_REMOTE_TIPI, vscode plugin and new-docker creation)

Description

• Remove any reason to exists for install script
• add tests for cmake-re installation

Acceptance Criteria

• Install scripts are only to simplify download + extract + copy in standard location, everything else should be handled by the tipi binaries
• cmake-re installation is also properly tested by CI
