Vite and vite-plugin-svelte are outdated on `sv create`

Bump vite to 8.0.0 and @sveltejs/vite-plugin-svelte to 7.0.0

The Tailwind Vite plugin doesn't yet support Vite 8. There may be other plugins as well. We shouldn't update until at least the most popular addons will work.

I believe Vite 8 support got added when Vite 8 was released, at least for @tailwindcss/vite tailwindlabs/tailwindcss#19790

In general, I like to wait a bit before bumping major releases. Especially for the CLI. It helps hedge against issues and give time for peer dependency to add support.

It doesn't hurt to start a draft PR now since the CI can help us catch other things.

I'll open one next week if no one else has.
