Subject: [PATCH 1/2] docs: link `ieee754` reference in
 `@stdlib/number/float16/base/mul` README

Wrapped the intro phrase "half-precision floating-point numbers" in a
markdown reference link to the IEEE 754 Wikipedia article, and added
the corresponding link definition inside `<section class="links">`.

The link definition `[ieee754]: https://en.wikipedia.org/wiki/IEEE_754-1985`
is present in 9/12 sibling packages in the `number/float16/base` namespace
(75% conformance); the intro paragraph wraps that phrase in 10/12 (83%).
`mul` and `sub` were the two outliers carrying neither.
