Add Seam CLI

Issues are a good place to start. Some things are easier for outside contribution than others. For example, this issue mostly requires aligning the cli package with updated tooling and packaging consistent with the this repo. Plus we need to publish the cli to a different namespace. I think these tasks are better handled by Seam maintainers since they require internal coordination.
