Boats and Fishing Hooks do not float in sable sub-levels

Description

Steps to reproduce:
Create a sub-level with enough water to place a boat and cast a fishing hook into
Place a boat and cast a fishing hook
They sink

Expected behavior:
They float

Tested with only Create, Create: Aeronautics and Sable installed.
Tested using only Sable to create the sub-level as well.
