Subject: [PATCH] chore: enable Dependabot and finalize 0.0.1 notes

Check Cargo and GitHub Actions dependencies weekly, group related Turso crates and cap open update PRs without enabling automatic merges.

Record the actual 0.0.1 release date and move the shipped embedded HTTP service into its release notes.
