Previously unopened side panel moves to the bottom

Repro: VS is open. Side panel "Git Changes" has not been opened yet. I triggered the opening of the side window and it appeared on top of the bottom windows.

Can you please look into this?

Thanks for your feedback. Its a know bug :) Couldn't find strength to fix it I just live with it. I'll see what I can do with it
