`gi_suspended`/`cr_suspended` is not specified as a change

In #139008, the gi_suspended attribute was added to the corresponding table. However, it is not listed below the table as a change (new feature). This is misleading and may cause compatibility issues, as it (and cr_suspended) is actually only available starting with 3.11 (#30633).
