Title/description got reformatted for manual backports, if title too long

This happens for me recently for cherry_picker 630cd37bfae0fc4021d9e9461b94d36e7ce6b95c 3.14. After resolving conflict and --continue I ended with a such picture:

This is GitHub's default behaviour for PRs with long commit messages, it doesn't matter if they come from cherry-picker, from manual cherry picking, or your own PR with a long commit.

Although it's more likely to happen to backports than the original main PRs because we prepend [3.13] and append (GH-123456).

Unfortunately, I don't think there's much we can do about this, unless we started dropping the backport prefix and suffixes, or requiring shorter messages in the first place, but those would be larger workflow changes and probably not worth it.

Yes, looking on the source code it seemed this not cherry-picker's fault. And it seems not a default, but hard-coded behavior of the REST API.

Yes, that's the point. One possible solution is to skip some tail of the original title.

Though, maybe there are better options. E.g. using the GH CLI I created prs with a very long title, e.g. skirpichev/test#2.
