CDK - Add direct lambda, ALB lambda, and CloudWatch dashboard for testing

Motivations

• Testing performance requires the direct lambda, ALB lambda, and CloudWatch dashboards
• Currently the CDK does not create these

Acceptance Criteria

• Add deploy of the direct lambda
• Add deploy of the ALB lambda
• Add the ALB lambda to the existing ALB as a rule based on hostname
• Add CloudWatch dashboard based on manually created dashboard
