[Bug]: Individual git actions after error

Steps to reproduce

1. Start the app (without gh cli installed or unauthenticated)
2. Ask for any change
3. Try to do individual git actions (combo commit -> push -> create PR doesn't work if you don't have codex installed and authenticated)
4. Create PR will fail due to gh auth status
5. Login gh cli
6. Try to run the create PR action

Expected behavior

We should be able to run the Create PR action again.

Actual behavior

The create PR action button is disabled.

We should check that gh is installed and authed before showing PR actions
