@phpstan-bot Update the org-wide workflow. After it finishes the work in parallel I want to post a comment on the #2 issue with all the PRs it opened in a bulleted list.

Have the parallelized workflow gather outputs in artifacts and then the final step should download the artifacts and produce the comment programatically.

Changes made to .github/workflows/claude-org-wide.yml:

1. "Record existing PRs" step — before Claude runs on each repo, records all currently open PR numbers to /tmp/existing-prs.txt as a baseline
2. "Capture new PR URL" step — after Claude finishes (runs even if Claude fails via if: always()), diffs the current open PRs against the baseline to find any newly created PRs, writes URLs to pr-output/pr-url.txt
3. "Upload PR URL artifact" step — uploads the PR URL file as a uniquely-named artifact per repo (e.g., pr-url-phpstan-extension-installer), with if-no-files-found: ignore so repos without new PRs don't fail
4. New post-comment job — runs after all matrix jobs complete, downloads all pr-url-* artifacts, iterates through them to collect PR URLs, and posts a bulleted list comment on issue Organization-wide workflows #2

@phpstan-bot I think the react on comment workflow could tell Claude to output the one PR it created in a readable manner to a file and upload-artifact action could upload the file. No need to diff all PRs before and after.

1. Updated Claude prompt (step 5) — instructs Claude to write the PR URL to /tmp/pr-url.txt after creating the PR, instead of diffing PRs before/after
2. "Sanitize repo name" step — converts phpstan/repo-name to phpstan-repo-name for artifact naming
3. "Upload PR URL artifact" step — uploads /tmp/pr-url.txt as a uniquely-named artifact per repo, with if-no-files-found: ignore so repos without PRs don't fail
4. New post-comment job — runs after all matrix jobs complete, downloads all pr-url-* artifacts, collects URLs, and posts a bulleted list comment on issue Organization-wide workflows #2
