All accessible top-level areas should be in quick actions menu at all times #3064
Description
It occurred to me that there are only 5 items in this menu. Rather than only having the sidebar entries of the current layout in view at a given time, it would make a lot of sense to have all the main areas in there, conditional of course on the user having access. So the fleet viewer user, upon landing on the effective homepage of the console, the project list, should be able to immediately type cmd+k and update and immediately get to the system update page. Right now they have to know to type system, go there, and then go to update. This is silly.
