Fork or move off `@serverless/utils`

This package is used a fair bit for utility stuff, but is no longer being maintained and unfortunately it looks like the git repository has been made private but looks to have been archived by Software Heritage.

The package uses a version of file-type that is vulnerable (GHSA-5v7r-6r5c-r473).

A lot of the uses seem to be of stuff like log, progress, and style - it wouldn't surprise me if it would be easier to just setup the utils within a module here rather than publish a new forked package

Yes 100%, PRs are welcome.

I think we should do it in steps:

1. import the code, minimal changes (to make the review + merge easy)
2. then change anything further if we want
